Stacy Rich is the Leadership Staff Director for Senator Patty Murray, the Assistant Democratic Leader and the third-ranking member of the Senate Democratic Leadership. Stacy supports Senator Murray’s work with the other members of Leadership – including Majority Leader Schumer and Democratic Whip Durbin -- to set and shape the Democratic agenda and assist with moving legislative priorities through the Senate floor. In this role, Stacy is responsible for advising the Senator on Leadership planning, floor activity and legislative strategy.


Stacy also supports Senator Murray’s work in her capacity as Ranking Member of the Senate Health, Education, Labor and Pensions (HELP) Committee and as a senior Member of the Senate Appropriations Committee, on which Senator Murray serves as Ranking Member of the Labor-H subcommittee.


Stacy also works closely with the Democratic Policy and Communications Committee (DPCC), led by Senator Stabenow, to craft and implement Democratic messaging efforts for the Democratic Caucus. She works on the Senate floor each day, and manages staff responsible for coordinating Members to deliver speeches on the daily/weekly message.


She has worked in the Senate Democratic Leadership since 2002, first in the office of Senate Majority Leader Tom Daschle and later in the Senate Democratic cloakroom, under both Leader Daschle and Majority Leader Harry Reid. The Cloakroom serves as the nerve center for planning and executing Democratic policy, strategy and Senate floor procedure.


Stacy earned her Master’s degree in Comparative Politics from the London School of Economics, and completed her undergraduate studies at Syracuse University, majoring in Political Science and Communications.

Ryan leads Senator Patty Murray’s national security team and serves as the Senator’s senior policy advisor for defense, foreign relations, and veterans issues for both her personal office and her Health, Education, Labor, and Pensions Committee staff.


As a Senate staffer since June 2008, Ryan has previously served as Analyst for Defense and Veterans’ Affairs for the Senate Budget Committee, and as Veterans and Defense Policy Advisor with the Committee on Veterans’ Affairs. On the Budget Committee he was responsible for management of budget functions 050, 150, and 700, and played a key role in developing and passing the Fiscal Year 2014 Senate Budget Resolution and the Bipartisan Budget Act, in addition to acting as the Chairman’s principal national security advisor and developing several key pieces of legislation.


At the Veterans’ Affairs Committee he led the veterans health care team, responsible for legislation, hearings and oversight on a range of issues including mental health and suicide prevention, budget and appropriations, personnel, rural health, quality assurance, seamless transition and interagency collaboration, and Iraq and Afghanistan veterans.


Ryan also served nearly ten years in the U.S. Marine Corps Reserve and completed three combat tours as part of the 4th Civil Affairs Group, based in Washington, DC. Ryan deployed to Ramadi, Iraq from late 2004 through early 2005, and Habbaniyah, Iraq from late 2006 through early 2007. He most recently completed a tour in 2009 leading a team of civil affairs Marines in the Garmsir district in southern Helmand Province, Afghanistan. Among his military honors, Ryan has twice been awarded the Combat Action Ribbon, as well as the Navy and Marine Corps Achievement Medal, three awards and with combat distinguishing ‘V’ device.


Ryan graduated cum laude from George Mason University with a Bachelor of Arts degree in government and international politics, and studied at the National Defense University’s College of International Security Affairs. A Chantilly, Virginia native, Ryan currently lives in Old Town Alexandria, Virginia.
