MOAA has been named to the Top Lobbyist List for 16th Consecutive Year by The Hill. The MOAA Legislative Action Center is the primary venue to support our advocacy of healthcare related legislation. The National MOAA 'Active Legislative Campaign' issues are but some of the current legislation before Congress. Our Legislation Early Push is an adjunct to the MOAA Legislative Action Center
Many healthcare related legislation have not yet gained a national attention level. We have selected legislation for a little early push for increased advocacy effort. The selected legislation is currently before Congress; have bipartisan support; are healthcare related; and considered attainable of passage. Selected legislation will not be duplicates of MOAA active campaign items, but are either MOAA or other Veteran Service Organization (VSO) supported.

This bill requires the Department of Veterans Affairs (VA) to implement a three-year pilot program to assess the effectiveness of providing assisted living services to eligible veterans, including by assessing the satisfaction of veterans participating in the pilot program.
Eligible veterans are those who (1) are eligible for assisted living services as determined by the VA; and (2) are already receiving nursing home level care paid for by the VA, are eligible for such care from the VA, or exceed the requirements for domiciliary care paid for by the VA but do not meet the requirements for nursing home level care paid for by the VA.

This bill requires the Department of Health and Human Services (HHS) to carry out a project to prevent and cure Parkinson's disease (a progressive brain disorder that causes unintended or uncontrollable movements) and related conditions.
Among other components of the project, HHS must (1) implement and periodically update a national plan to coordinate and guide efforts to prevent, slow the progression of, and cure the disease; and (2) improve diagnosis, treatment, and care of those with the disease. HHS must also annually assess the preparations for and response to the increased burden of Parkinson's disease.

This bill establishes a tax credit for certain manufacturers of pharmaceuticals or medical products.
Specifically, the bill establishes a tax credit for manufacturers of pharmaceuticals, active pharmaceutical ingredients, excipients (i.e., inactive ingredients), medical diagnostic devices, or personal protective equipment, if they are located in a designated distressed zone. The tax credit is equal to 25% of the manufacturer's production expenditures; the credit increases to 30% of expenditures if a substantial portion of the manufacturer's employees reside in a distressed zone.
